KHNAM releases manifesto, to work for implementing ILP

The Khun Hynniewtrep National Awakening Movement (KHNAM), a regional party contesting the February 24 autonomous councils elections in Meghalaya, today in its manifesto vowed to persist with the demand to implement the Inner Line Permit to check "unabated influx."
The party is fielding 13 candidates in the coming council polls including three sitting members in the Khasi Hills Autonomous District Council.
"The party demands the immediate implementation of the Inner Line Permit (ILP) system to prevent and check the inflow of outsiders," KHNAM Working President Adelberth Nongrum said while releasing the manifesto.
The 12-point manifesto prioritized the need to codify the customary laws, customs and practices of the indigenous Khasi tribals.
It also referred to the need to properly demarcate the powers and functions of the district council and the state government to avoid conflict or clashes of interests.
Among other issues, the KHNAM also sought to mobilize support to delete Para 12 (A) of the Sixth Schedule of the Constitution as Nongrum maintained that para is the main hurdle in devolving more powers in functioning of Council.
The KHNAM also advocated a control on issuing of fresh trading license in those areas where indigenous people were engaged and capable of taking up livelihood activities.
The other issues included prevention of extracting rare mineral resources such as Uranium, to recognize the district council as an agency for development and receive direct funding from the Centre.
