Official sources said India will outline the fact that Afghanistan, which continues to be a country that faces an existential threat from terrorism emanating from beyond its borders - a threat that it is fighting every day, is "ill- equipped to repel in the absence of substantial assistance from the international community".
"The international community's continued assistance is therefore essential," they said.
India will also try to feed major recommendations of Delhi Investment Summit, including suitable incentive schemes for international investors in Afghanistan, risk mitigation through insurance cover and corporate social responsibility in the outcome document of the conference.
On development assistance issue, India will ask the international community to avoid temptation to lay down "tough conditionalities" on such assistance since the desire of donor countries to see their tax-dollars utilised with integrity and efficiency should be balanced against the reality that optimal benchmarks are difficult to achieve in a conflict situation.
India will also submit that "good governance is crucial to the building of a strong and legitimate state. But good governance also requires a strong state that has full control over its territory," sources said.
The Tokyo conference, to be held tomorrow, will be will be attended by around 70 countries and international organisations.
The main aim of Tokyo meet, which follows the series of conferences organised on Afghanistan during the last one year, include ensuring sustainable development of Afghanistan beyond 2012 and reaffirming partnership between the international community and the Afghan Government until 2014 and during the transformation decade (2015-2024).
