L C Goyal appointed rural development dept secretary

Senior IAS officer L C Goyal has been appointed as secretary in Department of Rural Development (DoRD).
Goyal, a 1979 batch IAS officer of Kerala cadre, is presently working as Special Secretary in Cabinet Secretariat.
He will take over the charge from present incumbent S Vijay Kumar, a 1976 batch IAS officer of Himachal Pradesh cadre, after his retirement on September 30, an order by Ministry of Personnel said.
Goyal's appointment has been cleared by Prime Minister Manmohan Singh-led Appointments Committee of Cabinet (ACC).
He will join DoRD under Ministry of Rural Development as an Officer on Special Duty (OSD) for a period of 15 days from September 16 before taking over as Secretary.
The ACC has directed the Department to take ex-post-facto approval of the Cabinet for creation of the post of OSD for requisite period, it said.
Rural Development Ministry is piloting flagship Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) for providing a minimum of 100 day employment to people living Below Poverty Line, National Rural Livelihoods Mission for self employment and skill development and Indira Awaas Yojana for providing housing to BPL households among others.
It is also carrying out Pradhan Mantri Gram Sadak Yojana for construction of quality roads, National Social Assistance Programme for social pension and Integrated Watershed Management Programme for improving land productivity.
