Two city-based NGOs today alleged that the police had failed to take action against a Tarn Taran-based labour contractor who, they said, had illegally confined and tortured a daily wager over non-payment of a debt of Rs 1,300.
The NGOs -- Socio Economic Development Programme of Dioceses of Amritsar and Volunteers for Social Justice -- also threatened to launch an agitation if the police failed to book and arrest the labour contractor who had tortured Lakhwinder Singh on May 18, leading to his hospitalisation.
Lakhwinder was today presented before the media. He alleged that Angrej Singh, the contractor, had picked him up from a market place on May 18, confined and tortured him.
He was rescued by police after being informed by some neighbours, and admitted to the Guru Nanak Dev Hospital in Amritsar with multiple fractures. He also alleged that Angrej forced him to work under him till he repaid the amount.
When contacted, Bikhiwind deputy superintendent of police Harpal Singh said police could not take any action in this case as the victim, Lakhwinder, had not given any statement to them earlier.
