Almost all the ministers were seen moving out from the House when opposition UDP legislator Paul Lyngdoh's initiated discussion after moving a motion related to PDS system in the state.
Soon after, the Speaker noticed that the House lacks quorum as most of members, especially majority from the ruling bench, were not present.
Even the Minister-in-charge of Supply was also not present during the motion moved by Lyngdoh, and therefore asked to pause.
Adjourning the House for couple of minutes, the Speaker ordered for the bell to ring for members to come back inside to enable the House proceedings.
Later, the Speaker asked Lyngdoh to initiate discussion on the motion.
