"The government has failed to provide protection to the common man. The law and order has broken down in Punjab," she told reporters in village Amlala here.
"It is the duty of an elected government to provide security to the people, but here the even protectors (police) are not safe," the Congress MP from Patiala said.
The minister of State for External Affairs was referring to the recent gunning down of an ASI in Amritsar allegedly by a SAD leader.
Kaur, wife of Punjab Congress president Amarinder Singh, said "goondas are being harboured by Akalis and they will have to face the music one day."
On the election of the Punjab Congress president, she said she would urge the party high command to decide on the matter at the earliest.
When asked about her choice for the post, Kaur said the central leadership should allow Amarinder to continue even though he had quit after the assembly poll results.
