Letters written by former SP to DGP submitted in court

A petitioner today submitted to Madras High Court bench, two letters written by a former top police official, speaking of "collusion" between a Head Constable of Special Intelligence Cell, anti-social elements and police informers, paving the way for planting of IEDs, including on the yatra route of BJP leader L K Advani near here in 2011.
The letters, written by former Superintendent of Police Balakrishnan to the DGP, warned of the fuelling of growth of Muslim fundementalism in this city and rural areas, he said.
They also charged the informers of the cell with hampering the investigation and creating a deep division between the District Special Team and Intelligence Units.
Petitioner, advocate A Syed Abdul Kathar, district president of Social Democratic Party of India, also alleged that police was targeting Muslims in various bomb blast cases.
He said a series of cases under Explosive Substances Act had been booked by police against members of the community since 2011, most of which are under investigation. None of the real accused had been arrested or secured so far, he said.
Kathar said an inspector heading a team which zeroed in on the group behind several IED blasts was transferred allegedly due to harassment and an agitation by the informers. This would be construed by fundementalists as if he was transferred for doing an incorrect job, he submitted.
One of two persons against whom a cheating, blackmail and extortion case was registered, was found to be involved in the Advani pipe bomb case in 2011. His friend was also a police informer and settled real estate disputes. He maintained a relationship with the Head Constable and with his help extorted money from three persons, the petitioner said.

The Head Constable, instead of collecting intelligence and curbing activities of fundementalists, colluded with the anti social elements for making wrongful gains, he submitted.
Kathar had some days back sought a CBI probe into two explosions at Nelpettai near here on November 20, 2013 and March 14 this year.
The court later adjourned the matter to next week.
