The Tamil Nadu government informed the Madras High Court that it will issue a government order within 15 days to impose strict conditions for issue of license for use of amplifiers and loudspeakers and total ban on use of horn type loudspeakers and amplifiers and air horns of automobiles.
The submissions were made to the court on a PIL seeking a direction to the state government and police to strictly implement a Supreme Court order dated August 18,2005 banning use of high decibel cone speakers.
The bench directed authorities to ensure total ban on use of horn type loudspeakers and amplifiers and air horns of automobiles and implementation of the directions of the apex court on aspects of maintaining decibel level within prescribed limits.
According to a status report filed by authorities, 111 cases have been registered for violation of the Noise Pollution (Regulation and Control) Rules, from September 20, 2016 to November 18.
Meanwhile, counsel for Federation of Mosques and Shariath Protection Forum submitted that they have been counselling mosques under the jurisdiction to ensure that the decibel levels were maintained within prescribed parameters as allowed by the apex court and they were so adhering to it.
"But, the entry of police to check the noise pollution level caused some harassment."
To this, the bench said "However, in our view, whether they are so maintaining or not can be checked only on verification and it thus appears to suggest that there are still violations, whether it be the mosques, temples or churches.
