In June last year, the Lokyaukta had recommended actions against Narender Bindal (Ward No 41) from Nangloi holding him guilty of taking money in the name of contributions for a magazine for releasing monthly pension to handicapped and old-aged persons.
Criticising Khanna's rejection of the recommendation against then councillor Narender Bindal, Lokayukta Justice Manmohan Sarin said the Lt Governor's order does not disclose the "thought process" on the basis of which the report was turned down.
In a special report to the Lt Governor, he sought placing of his report on the councillor before the Delhi Assembly if Khanna does not review his earlier decision in the case.
Though Khanna had accepted a few recommendations of the Lokayukta in the case, he rejected those on making public Bindal's alleged misdeeds through display of notices in his ward and handing over of evidence collected by the anti-corruption body to police for further probe.
In his special report, Justice Sarin sought review of Khanna's earlier decision, insisting that indictment of the councillor be made known to the electorate as Bindal's act was "despicable" which deserved "condemnation in strongest term".
The Lokayukta also took a dig at Khanna for not explaining reasons for rejection of the recommendation and "entertaining" a representation from the former councillor on the issue.
"The Competent Authority entertained a representation from the respondent and also granted a personal hearing to the respondent. The statute does not mandate seeking of fresh response from the respondent or for that matter the government on the report of the Lokayukta," Justice Sarin said in his report. MORE PTI MPB
