A meeting in this regard was held by the state Women and Child Welfare Department in view of the growing number of HIV cases in the state.
A few years ago, the proposal of pre-marriage mandatory HIV test was floated, but did not gain ground.
Officials in the department said the Centre had returned the proposal of Goa government to amend the Hindu Marriage Act and make HIV test mandatory before marriage.
"It was also decided that if there were hurdles in the enactment of such a legislation, steps will be taken to create awareness among the youth to go for HIV tests on their own," officials added.
