Maha government approaches Guv against Council Chairman

The Maharashtra government has approached Governor C Vidyasagar Rao requesting him to issue directions to Legislative Council Chairman Ramraje Nimbalkar to clear the Vote on Account (Money Bill) in the Upper House.
Parliamentary Affairs Minister Girish Bapat told PTI that the Governor has the right to issue directions under Article 206 of the Constitution to the Chairman to ensure the House is run according to rules.
"Not allowing the passage of Vote on Account is unconstitutional. The Council cannot withhold the Money Bill. It has to pass it as passed by the Lower House," Bapat said.
"Constitutionally if the Upper House does not pass the Bill in 14 days it is deemed to be passed," he added.
Bapat, along with Leader of Upper House Chandrakant Patil and minister Vinod Tawde will call on Governor tomorrow, he said, adding that a letter seeking his directions to the Chairman has been dispatched already.
Dismissing the argument that the Shiv Sena would move cut motions to the Money Bill, Bapat said that the ruling party cannot move any cut motions to the Money Bill nor can it move any adjournments.
