The accused, identified as Bhupender Singh alias Bhupi, a resident of Ghaziabad, was arrested on Saturday following a tip-off.
Singh is alleged to have murdered Hari Mohan Kaushik, a former councillor of Ghaziabad Municipal Council, in October last year.
"On Oct. 16 last year, Singh along with his associates, namely Chunu, Pardeep, Rajbir and Billu, shot dead Hari Mohan by indiscriminately firing upon him in a case of contract killing," said DCP (Special Cell), Sanjeev Kumar Yadav.
A search of the accused led to the seizure of a pistol with four live cartridges of 7.65 bore, police said. A case under Arms Act has been registered against Singh in this regard, they said.

During interrogation, Singh told police that the murdered councillor was an accused in the killing of his own nephew and was out on bail when he was attacked. He was shot at from close range thrice and later succumbed to the injuries, Singh said.
"Hari Mohan had allegedly opened fire on his nephew over a dispute," said Yadav.
Hari Mohan was arrested and sent to jail in that case. He was out on bail when one Bodesh Sharma, a resident of Hapur of Uttar Pradesh hatched a conspiracy to avenge Prashant Kaushik's murder and hired the gang of contract killers, police said.
