The man, in his late 20s, had clambered up the tower of the historic building and refused to come down, much to the consternation of police and public.
A large number of onlookers thronged the area and traffic was disrupted as the man kept police and fire force personnel on tenterhooks for over five hours.
Finally after much cajoling, fire brigade personnel managed to bring him down.
The man is being questioned, police said, adding his demands were not known.
