The incident occurred at a turn on the road soon after the DSP was leaving a meeting convened by West Zone IG, K Shankar. The front windscreen of the car was damaged, they said.
Based on a complaint by the driver, the man was taken into custody.
Police suspect that the man might be having some mental problem since his behaviour appeared abnormal.
