This was decided at a meeting of the Joint Committee on Inner Line Permit (JCILP) on Saturday and conveyed to the government, its convener Sapamcha Jadumani told reporters here.
Jadumani said a high-powered committee would also be formed soon to campaign for the need to introduce ILPS.
"We will have patience. It is not necessary for the state government to consult the central government on the issue," said Jadumani referring to Chief Minister O Ibobi Singh's statement on the issue in the assembly on July 13.
On July 13 when a private member's resolution bill on ILPS was passed unanimously in the assembly, Ibobi Singh had said foreigners such as Bangladeshi, Myanmar nationals who entered illegally could be expelled, but not fellow citizens.
Jadumani said that citizens from other states should be allowed to stay under certain provisions of the ILPS as in the case of neighbouring Nagaland and Mizoram where ILPS was in force.
He said that for foreigners, there were other laws such as the restricted area permit system, he said.

The JCILP convenor did not explain how the committee would enforce the regulation if the government failed to implement it before November 18.
JCILP sources, however, said volunteers would check the entry points of buses coming from outside the state.
BJP National Secretary Tapir Gao had said on Saturday that the state government could implement the ILPS system without consulting the central government as it has been in force since British days.
He said that his party would support implementation of ILPS in the state.
