"The Amarinder Singh led Punjab Congress and ruling Shiromani Akali Dal are hand in glove," he said at a rally orgnaised by AAP Fatehgarh Sahib assembly segment candidate Lakhbir Singh Rai at Sirhind here.
"At a recent function the Deputy Chief Minister and Amarinder shared a common platform and the former touched the latter's feet," Mann claimed, adding they praised each other in a way that no one could judge they were rivals.
The AAP leader said after his announcement to contest elections from Jalalabad, Sukhbir was so scared that he has not declared his seat till today.
"If he keeps claiming that development has happened across Punjab in his tenure then why does he need a survey to determine a safe seat to contest election," he asked.
On the Nabha jailbreak, Mann alleged, "It was a conspiracy by the SAD. The government freed their favourite prisoners while Sukhbir blamed Pakistan for it and all crimes in the state."
Attacking the SAD government on unemployment and drug menace in Punjab, he said though there was huge vacancies in schools, hospitals and other departments, unemployed youths across the state were still staging protests for jobs.
