He announced this at the Haryana Swarna Jayanti Celebrations Authority's Governing Body meeting here. The Khattar government's three years coincides with Haryana's 50 years of statehood.
"The massive rally will be held in the last week of October and it will highlight the major achievements of the government," Khattar said after voting in the presidential election.
He said he believed that the NDA's nominee Ram Nath Kovind will be elected as the India's next president.
The Khattar government completes its three years on October 26.

The chief minister said he would address a series of gatherings at his Chandigarh residence next month.
These will be attended by representatives of various sections of the society, including farmers and traders, he said.
Khattar directed officials to organise a state-level Good Governance Conclave where intellectuals of the state will share their views on the issue.
He said an exhibition of about 100 photographs of people who made vital contribution to India's freedom struggle would be organised.
"It has been decided to organise the Haryana Swarna Jayanti quiz contest in all schools and colleges of the state to create awareness and generate interest among the youth about the state's history, culture, literature, ethos and personalities," Khattar said.
He said the BSF has sought permission for its women's motorcycle commando team to perform in various events being during the Swarna Jayanti Year.
