The high-level meeting deliberated on the blueprint for launching the programme which seeks to put up e-books and e-magazine, besides designing an audio-visual interactive platform for the users.
Officials in the ministry said the programme will see digitisation of the libraries and connect them across the country.
The programme will leverage on the existing schemes making all institutions and schools e-enabled in a phased manner.
In its manifesto, BJP had promised establishment of the national E-library to empower school teachers and students. It had also promised a Central University on Himalayan Technology.
