"Killings of people and dialogue cannot go together...It (talks) is a political gimmick," Mirwaiz said in a statement.

Mirwaiz, who was placed under house arrest yesterday following the killing of a youth by Army in Bandipora district on Tuesday, said that there is no way out but to take extraordinary measures to improve ground situation in Kashmir.

"Hurriyat has already forwarded a few suggestions like withdrawal of troops, revocation of draconian laws and free cross-LoC movement...Such extra ordinary measures will help in improving the ground situation in Kashmir," he said.

"The restoration of friendly relations between India and Pakistan was not possible unless the Kashmiris are involved in the dialogue process to resolve Kashmir issue," Mirwaiz said.

The Hurriyat Chairman also criticised the state government for placing him under house arrest, saying "he was denied to perform his religious duty as the Mirwaiz on the first Friday of the ongoing holy fasting month of Ramazan."
