Addressing Congress workers meeting here, Thanhawla said no one knew the terms of the Naga Accord.
"We, however, have an inkling that Naga inhabited areas in Manipur would be given a separate autonomous district council," he said.
The chief minister said his letter to Modi stated "if Nagas are given autonomous district council, the Kukis too should be given the same autonomy."
Meanwhile, state BJP unit urged the Congress government in Manipur to withdraw the three impunged legislation as it was against the interests of the tribal communities in the state.
