In the Bill, Baig stated that the government directives on general transfers of secretaries and employees were framed in 1997-98. In order to streamline the procedures, the law was passed in 2006, he said.
Further arguing, he said that in the Secretariat category, an employee or a secretary working for three years takes some time to understand the scope and duties of his/her post.
Moreover, as the time draws close for his next transfer, it has adverse impact on his psyche and is less inclined to do any work in the last six months leading to his transfer, Baig said.
He added that department policies are determined and their implementation is done by regional machinery.
