"Modi has an understanding with Badruddin. Modi never criticises Badruddin and in return he also does not criticises Modi. They follow the same ideology - politics of religion. They are the two sides of the same coin," Gogoi said at a press conference here.
"Why didn't Modi go to Dhubri? Because if he goes there, he has to say something about Badruddin," he claimed.
Besides Bongaigaon, Mangaldai and Nagaon, Modi had been scheduled to address the fourth rally in Dhubri district. But it was cancelled just a day before.
On Modi's three rallies yesterday, Gogoi said, "He only says everything will be changed once he becomes the Prime Minister. Why does he not present a concrete plan? What does he want to do?"

He said Rahul Gandhi, who had also addressed an election rally yesterday in Nagaon, has a plan and wants to make the North East a manufacturing hub for its development.
Challenging his Gujarat counterpart, the Assam Chief Minister said: "I will be too happy to meet Modi face-to-face. Let there be a discussion about development of Gujarat and Assam. I am prepared with facts and figures.
Gogoi claimed that Modi's "money power" may result in huge gatherings in rallies but it cannot win peoples' heart.
