"In the light of these documents which have now come into the public domain thanks to the efforts of Zakia Jafri, there can be no doubt left of the direct culpability of Narendra Modi as the main accused who ignored the warnings of his own police force and presided over the violence," the party Politburo said in a statement.
"Justice demands that the SIT's final report be rejected and a fresh charge sheet filed including Narendra Modi as an accused," the CPI(M) said.
It maintained that the court documents were "a shameful and horrific record of the utter contempt of the Modi Government for even the most minimum norms of governance".
The documents provide "clinching evidence of the deliberate refusal of the Modi Government to act to prevent the mass violence against the minority community, in spite of repeated urgent messages and information from police in different areas," the CPI(M) said.
