Congress president Rahul Gandhi Tuesday said Prime Minister Narendra Modi's face was already "withered" though almost half the electioneering was yet to be completed.

Addressing a poll rally at Jatara in Madhya Pradesh, Gandhi also said the prime minister was speaking with "fear and hesitation".

"Aur ek baat samajh lijiye. Modiji ka chehra dekh lijiye. Aadha election khatam ho gaya hai. Bhaiyon behno, Modiji haar rahe hai, unka chehra dekhiye sikud gaya hai. Unke interview dekhiye...jhijhak ke bol rahe hai, dar dar ke bol rahe hai. Bhaiyon behno, Congress party aa rahi hai. Congress party ki sarkar aa rahi hai.

(Understand one thing. Look at Modi's face. Half the election is over. Modi is going to be defeated, his face is withered. Watch his interviews (on TV). He is speaking with hesitation and fear. The Congress is coming, our party is forming the next government), Gandhi said.

"And remember one thing, the money he (Modi) stole from our Air Force in the Rafale scam and gave Rs 30,000 crore to Ambani...action will be taken and you will see two names come out Anil Ambani and Narendra Modi," he said.

Gandhi said no farmer will be jailed for not repaying loan and 22 lakh youth will be provided government jobs in a year if his party comes to power at the Centre.

Gandhi also attributed the Modi-led government's decisions of demonetisation and implementation of GST for "large-scale unemployment" in the country.

He said lakhs of youth lost jobs due to demonetisation and GST as production in factories stopped because of lack of demand in the market.

Gandhi said his party's proposed 'NYAY' poverty alleviation scheme would "jump-start" the Indian economy.

"I am not here to speak lies. Our NYAY scheme will jump start the economy. The Congress government will deposit Rs 3.6 lakh in the bank accounts of each poor family in five years," he said.

"Modi gave crores to 15 rich people of the country... and you were told to stand in queues while he termed demonetisation as a fight against black money. Have you seen Anil Ambani, Mehul Choksi, Vijay Mallya or any such person in these queues?" Gandhi said.

Speaking at another rally in Patharia, Gandhi said even security personnel guarding the prime minister's official residence in Delhi may say the "chowkidar" (watchman) is a "chor" (thief).

"I can say with guarantee...if you go in front of the Race Course Road (residence of the PM) where personnel of CRPF, BSF stand with guns...and utter the word 'chowkidar' in front of them, they will respond by saying 'chor hai'.

"You go to Race Course Road in Delhi and try this..say 'chowkidar'..Probably the security personnel standing before Narendra Modi's residence would say, 'chor hai'," he said.

The Congress president said such reply was a given "because the entire country knows that Modi has waived Rs 5.55 lakh crore of 15 persons in the country in the last five years".

Gandhi has been raising the "Chowkidar Chor Hai" (Watchman is a thief) slogan to target the PM whom he accuses of being cosy with select businessmen.

Addressing another election rally at Amaanganj in Panna district, Gandhi said demonetisation and poor implementation of the Goods and Services Tax, which he dubs as the "Gabbar Singh Tax (GST)", has adversely affected the purchasing power of people.

Gandhi criticised Modi for making "false promise" of giving Rs 15 lakh each to the people of the country ahead of the 2014 Lok Sabha elections. "I wont say that I will give Rs 15 lakh as I dont lie," he added.

He said now a days whenever and wherever he says "chowkidar", people reply in unison "chor hai".

While six of the 29 Lok Sabha seats in Madhya Pradesh went to the polls in the first phase on April 29, the remaining 23 constituencies will vote on May 6, 12 and 19.
