Meena, Minister of State for Finance, was answering supplementaries during Question Hour in the absence of Finance Minister Pranab Mukherjee.
BJP member from Sheohar Rama Devi had asked the minister details of kisan credit cards issued to farmers in Bihar.
Meena reeled out details of credit offered by the Centre to farmers from 2003-04 to 2011-12 and incentives offered to those making timely payment.
He said due to the Central government's policies, the number of farmers committing suicide had come down in Andhra Pradesh, Karnataka and Maharashtra.
This made members of the Opposition benches stand on their feet demanding that the minister answer the specific query raised by their colleague.
When called by Speaker Meira Kumar for asking her second supplementary, a visibly upset Rama Devi said, "In the first question I had sought details about Bihar. I do not understand why the minister has gone round and round."

"Mr Minister, now answer the second question. I do not want a lecture. I want an answer only to the question that is being asked," she said.
When the answer to the second question also met the same fate BJP members were up on their feet again seeking protection from the Speaker.
At one point the Speaker also told Meena to "give concise and to the point answers."
Meena failed to give a convincing reply to Congress member Sanjay Nirupam's question on having an independent cadre for appointing Regulators to bodies like TRAI and SEBI, as recommended by the Ashok Chawla Commission.
"This is not the reply to my question," Nirupam was heard saying.
He said he had sought to know what was being done on this recommendation and why only retired IAS officers were being appointed to the post.
