Most resources under e-library scheme to be available openly

Resources under the proposed national e-library scheme would be available in open access to every citizen without restriction except few scholarly resources which would be available in colleges and universities only.
The resources would be "device-independent and can be accessed using a variety of devices including desktop, laptops, tablets, smart phone and other devices," HRD Minister Smriti Irani said in Rajya Sabha.
"Most resources in the national electronic library would be available in open access to every citizen in India without any restrictions.
"However, a few scholarly resources would be subscribed for students, researches and faculty in colleges and universities and would be available to users in colleges and universities only," she said in a written reply.
