MPs not responsible for delays in implementing MPLADS work

The government today said delays of works under the MPLAD scheme are the responsibility of district authorities, not Members of Parliament.
"Delay or laxity in sanction or implementation (of works recommended under MPLADS) is the responsibility of the district authorities," the Statistics Ministry said.
According to a ministry statement, the Member of Parliament Local Area Development Scheme (MPLADS) is meant to enable MPs to recommend works of developmental nature with emphasis on creation of durable community assets.
"The recommendation of the works is made by the MP. The MP has no role in sanction and implementation," it said, adding that sanction of the eligible works and their implementation are undertaken by district authorities in accordance with the state government's financial, technical and administrative rules.
The district authorities are generally required to approve eligible recommended works within 75 days and to complete them within one year.
The projects should be sanctioned and implemented even if an MP demits his membership, it added. MPLADS funds are non-lapsable.

MPs can recommend works up to their full annual entitlement at any time of the year.
Each MP can suggest to the district collector works up to the tune of Rs 5 crore a year to be taken up in his or her constituency.
A Rajya Sabha MP can recommend projects in one or more districts of the state from where he or she has been elected.
Nominated MPs of both Houses may select any one or more districts from any one state in the country for implementation of their choice of work under the scheme.
