The Chief Minister was speaking during a resolution moved in the Legislative Council by Minister for Education Naeem Akhtar to condole the death of Ghulam Rasool Kar.
Council also observed one minute silence to condole the death of Kar.
Referring to his close association with the deceased leader, Sayeed recalled his immense contribution as a Member of the Constituent Assembly from 1951 to 1957.
"He was full of political wisdom and in his death we have lost a great visionary leader who tirelessly struggled for raising the issues of the weaker sections of the society," he said.

Late Ghulam Rasool Kar was elected as a member of the Legislative Assembly in 1957. He served as Minister in State Governments from 1965 to 1971 and later from 1972 to 1975.
He was also nominated to the Rajya Sabha in 1984 where he served his term till 1987 and from 1987-90 he again served as the Minister in the State Government and later was elected as Member Parliament in 1996.
The Council paid tributes to Kar, with Members cutting across the party lines condoling the death of Kar. Those who spoke including B A Veeri and Sajjad Kitchloo of NC, Gulam Nabi Monga of Congress and Acting chairman Janghir Mir.
