The arrests were made by the sleuths of Azad Maidan police station yesterday.
The four accused have been identified as Sanjay Dinanath Singh (37) of J Kumar-KR Construction (JV), Sunil Bapusaheb Chavan (28) of Relcon-RK Madhani (JV), Sandip Ashok Jadhav of RPS- KR Constructions (JV) and Santhanavel Velmani (23) of RK Madhani & Co, a senior police officer.
"With the arrest of these four persons, who are contractors and site engineers, the total number of people who have been held in the road scam, has gone up to 14," police said.
A case had been lodged in this regard at Azad Maidan police station on April 27, after the BMC's internal inquiry revealed that more than two dozen roads in the city were of poor quality, police said.

A Special Investigating Team (SIT) was formed under the leadership of Assistant Commissioner of Police (ACP, Colaba Division) Rajendra Chavan to probe the case.
According to the police, the ten accused, arrested recently, were employees of two private engineering audit firms, who were appointed by the BMC to inspect the road works by contractors.
