Muraleedharan, son of veteran Congress leader late K Karunakaran, said he would submit a petition to Chief Minister Oommen Chandy seeking a probe against the three officers.
If the Chief Minister did not act on the petition here, it would be submitted to the party high command, he said.
Karunakaran had to resign as Chief Minister then after some Congress leaders in the state came out against him, accusing him of shielding an officer allegedly involved in the case.
Muraleedharan was speaking at a function organised by a committee, 'Social Surakasha Samithi', to extend apology to former ISRO scientist Nambi Narayanan, who along with five others including a scientist, was falsely implicated in the case
Narayanan said he was happy to attend such a function.
Last week, the Kerala government had decided to pay the Rs 10 lakh compensation to Nambi Narayanan in accordance with a High Court verdict for being falsely implicated in the case.

Muraleedharan's demand comes in the wake of the state government's decision not to proceed against the officers named by CBI.
On September 7, the High Court had directed payment of Rs 10 lakh as compensation to Nambi Narayanan who played a key role in some of ISRO's major projects, upholding the 2001 NHRC decision which the state government had challenged.
The case pertained to allegations of transfer of certain secret documents on India's space programme to foreign countries by two scientists and four others, including two Maldivian women.
It was first investigated by state police and later handed over to the CBI, which found no espionage had taken place.
