The penalty shootout was resorted to after the two teams were locked 2-2 at the regulation time in a high-tension final match.
After a barren first half, IOC's Hamsa Mujitabah sounded the boards in the 37th minute. But IOC scored a own goal in the 56th minute. Later V R Reghunath (IOC) and Shivendra (AI) scored a goal each as the match ended 2-2.
In the penalty shootout that followed under eight seconds rule, Air India went ahead through Girish Pimpale and then IOC's Vikas Sharma equalized it.
Vikas Sharma's goal was contested by AI players under the pretext that he had scored after the whistle was blown signalling that eight second time was over.
When S K Uthappa's 'push' went in and umpire Raghuprasad allowed it, Air India took 2-1 lead. After this, Deepak Thakur (IOC), Shivendra (AI), Bharath Chikara (IOC) and Cheeyanna (AI) failed to score.
Here, IOC coach Ramesh Parameswaran and the players created a commotion saying that the judge of the tournament had disallowed Vikas Sharma's goal, which was allowed by the umpire.

IOC players refused to continue the penalty shootout, saying that the goal not taken into account by the judge should be awarded to them and otherwise, they will not continue.
After a lot of persuasion by the officials and organisers went in vain, it was finally decided to declare both the teams as joint winners.
