Speaking at the inaugural ceremony of the fifth 'International Science Conference', Heptulla laid emphasis on implementing the outcomes of such initiatives.
"I would be happy to know the outcome of this conference. We had many many conferences all over the world but when the implementation comes, people lack commitment.
"The heads of the states make tall promises but when it comes to giving that knowledge and technology, they are very miser," she said.
Terming Prime Minister Narendra Modi's leadership as "bold" and "visionary", the minister said India needs to identify the potential of "modern technology" in order to become a developed country.

The minister said more youngsters from different socio- economic backgrounds should be inspired to take up science.
The theme of the two-day conference organised by the World Science Congress, is 'Save Environment, Earth and Health' which is expected to be attended by scientists from across the world.
