Nalgonda encounter: APSMC to appoint advocate commissioner

The Andhra Pradesh State Minorities Commission (APSMC) today said it would appoint an advocate commissioner to enquire into the death of five prisoners in an alleged encounter with police in Nalgonda district last month.
"The commission has received a detailed report from the Nalgonda Superintendent of Police and is awaiting report from the Additional DGP (prisons). The commission has taken a decision to appoint an advocate commissioner to enquire into the incident," APSMC chairman Abid Rasool Khan said here.
The advocate commissioner will examine witnesses, procure record and file a detailed report within 15 days, he said adding that the commission had also decided to obtain a legal opinion from its counsel and send recommendations to Telangana government.
The state government has already constituted an SIT to probe the incident.
According to the police, on April 7, while they were being brought to a court here from a prison in Warangal district in a police van, Viquar Ahmed and his four associates tried to overpower the escorting policemen and escape. All five were killed when the police fired in "self defence".
The five men were allegedly involved in four incidents of firing at the police (killing three policemen and injuring four others) in Hyderabad and Ahmedabad.
Viquar's father Mohammed Ahmed alleged that it was a "pre-planned murder" by the police.
Meanwhile, Khan also said that the commission had decided to set up an assistance centre in its office with the help of voluntary organisations to assist the students from the minority communities to avail of scholarships and other schemes of the Central and state governments.
