Amarinder, in a statement here, said he had been receiving complaints from party leaders and workers in this regard.
"The Akalis knowing fully well that they are losing all the four Municipal Corporations are now trying to win these polls by other means which we will not allow at any cost," he said.
He had been receiving reports from district presidents of four cities that election officials were being "hostile" towards Congress candidates, Amarinder said.
In Ludhiana alone, hundreds of names of Congress supporters were found missing from the list, he said.
The Shiromani Akali Dal said the statement was totally baseless and misleading.
SAD secretary and spokesman Daljit Singh Cheema said by issuing such statements the Congress party had accepted its defeat in elections.
The upcoming civic elections are seen as an acid test for the Congress after the party's poll debacle in the assembly election in January this year.
