The NCM in a report also asked the Manohar Lal Khattar government to coordinate with CBI to ensure quick completion of the probe into the incident.
"The incident has shaken people of the area and there is a lot of resentment, especially among Muslim community, partly due to allegations that culprits were 'gau rakshaks'.
"The role of the police in handling the case is also being widely criticised," the NCM said.
Copies of the report will also be sent to Home Minister Rajnath Singh and Minister for State for Minority Affairs (Independent Charge) Mukhtar Abbas Naqvi.

Noting that the case was transferred to CBI following a demand by locals, the NCM advised the government to take steps to promote communal harmony among locals given that law and order is a state subject.
"...The state government is well advised to take steps to promote communal harmony and restore people's confidence in the functioning of the police.
NCM appreciated the government for giving compensation to the victims at double the rates (Rs 10 lakh each) recommended by district administration.
"We, however, have urged the state to show the same spirit of magnanimity by giving regular employment to the victims or their kin," said commission member Praveen Davar, who prepared the report along with NCM chairman Naseem Ahmad following their September 22 visit to the site.
A couple was allegedly murdered and two women members of their family were raped in Dingerheri village on the intervening night of August 24 and August 25.
Four persons have been arrested in connection with the incident until now. Two of the accused are allegedly members of a cow protection group.
