"We want to forge a pre-poll alliance with the Congress in Meghalaya and other states in the north-east as is the case at the Centre and in Maharashtra," Robert Kharshiing, NCP NE Central Observer told PTI.
Election is due in Meghalaya in February-March 2013.
The former Rajya Sabha MP said he is meeting the Congress leaders in Meghalaya to sort this out before taking the alliance ahead in other NE states.
Kharshiing expressed confidence that the central leaderships of both the parties are open to the alliance in Meghalaya and other NE states.
The NCP has two MLAs Sanbor Shullai and Adolf Lu Hitler Marak -- in its fold in a House of 60 in Meghalaya.
While the Congress is averse to any alliance with the P A Sangma-led NCP in Meghalaya, his (Sangma) exit from the NCP is seen as an ice-breaker that could see both parties working together in the state and in the North East.

Besides the Congress, the NCP has also expressed its keenness in having a pre-poll alliance with the ruling regional coalition partners of the Congress in Meghalaya.
"We would like to work together with the UDP (having 10 MLAs), the HSPDP (having two MLAs) and the KHNAM in the ensuing elections," Kharshiing said.
Meanwhile, the Central Executive Committee of the UDP is meeting on September 26 to discuss the various elections-related issues besides the issue of having a pre-poll alliance with any of the parties.
