"We need to have an agency like the National Counter Terrorism Centre to avoid incidents like what happened recently in Odisha and Chhattisgarh, where an MLA and a Collector were abducted by the Maoists," Narayanasamy told reporters here on arrival from Delhi.
"NCTC will not take away the rights of the states," the Minister of State in the PMO said, seeking to allay apprehensions raised by Chief Ministers of non-Congress ruled states.
A crucial Chief Ministers' meeting on NCTC is slated to be held in Delhi on May 5.
