A bench headed by NGT Chairperson Justice Swatanter Kumar expressed anguish over inordinate delay in commissioning of these two CETPs and rejected DSIIDC's prayer seeking six months time to make them functional.
"You want months to lift your head and say yes. You are not constructing a multi-storey complex that you need so much of time. Why don't you consult it with Central Pollution Control Board and Delhi Pollution Control Committee?
During the hearing, DSIIDC told the tribunal that out of 13 CETPs installed by it 11 were functional and treating municipal sewage efficiently.
"What do you propose to do with the CETP at Okhla? Is it only the Biological Oxygen Demand (BOD) aspect that has to be looked into or other parameters as well," the bench, monitoring implementation of 'Maily se Nirmal Yamuna Revitalisation Plan 2017', asked.

BOD is used as a parameter to test the effectiveness of waste water treatment plants.
"Put up a BOD plant and finish it off. We don't understand it. There are engineers in your department and you can't even install a BOD plant," the bench said.
Earlier, Haryana had told the bench that all the CETPs and STPs in the state will be properly established by 2017 and water will be recycled for minimum discharge into Yamuna which will not contain any pollutants.
