NHRC notice on youth's death due to alleged negligence in MP

NHRC has issued notice to Madhya Pradesh government over alleged police insensitivity and medical negligence towards a youth who met with an accident near the state assembly building in Bhopal and later died.
The National Human Rights Commission (NHRC) sought a report within two weeks after taking suo motu cognisance of media report alleging that 22-year-old Vikas Soniya was "left to bleed for 45 minutes" on the roadside by the police personnel till the cavalcade of the Madhya Pradesh Chief Minister passed on March 1.
Subsequently, when the victim was admitted to a hospital, no medical attention was given to him for 20 minutes, as per the records of the hospital.
"The contents of the press report, if true, raise serious issues of violation of right to life of a young boy, insensitivity on part of police personnel as well as medical negligence," observed the Commission while issuing notice to the Chief Secretary, Government of Madhya Pradesh, calling for a report in the matter within two weeks.
Vikast was hit by a bus in front of the 'in-session' Vidhan Sabha in Bhopal. It is alleged the police personnel, manning the heavily secured area, merely lifted the youth from the middle of the road and dumped him on the pavement to allow the Chief Minister's cavalcade pass.
The passerby and policemen looked on even as the boy was writhing in pain, said an NHRC statement.
Later, he was taken to the JP hospital by an ambulance. For 20 minutes no doctor attended to him. Later, he was referred to Narmada Trauma Centre, where he died two hours later due to severe head injuries, it added.
