"The commission has taken suo motu cognisance of a media report that a mentally challenged and disabled minor girl was raped in the district hospital, Mathura in the intervening night of 15/16 July.
"A notice has been issued to the Chief Secretary of UP government calling for a report in the matter within four weeks," a release issued by National Human Rights Commission said.
In the present case, it appears that the deficiency in the security at the District Hospital, Mathura led to this incident. If it is true, then the issue raises serious questions of the violation of human rights of the victim.
According to a media report, a 10-year-old girl was admitted to the hospital for treatment after falling from a running train on July 17.
The right leg of the girl, who is reportedly an orphan, suffered multiple fractures and had to be amputated. Reportedly, the girl was taken away from the hospital by two men and raped.
