Talking to reporters here, Kumar said he had conveyed his congratulations to Chidambaram for becoming union finance minister.
"I also congratulated Shinde for becoming the new union home minister," Kumar said and recalled that Shinde had once written to the coal ministry for providing coal linkage to Bihar.
Kumar hoped that as new union power minister Moily would pay due attention to Bihar and help it tide over its power crisis.
