"What was the need for bringing an ordinance through backdoor ... It would have been better if the amendment bill was passed by Parliament after debate," he told reporters here.
"Such important matters should be comprehensively debated in Parliament and passed by it after taking opinion of all the parties", Kumar, who is considered the driving force of the 20-member strong JD(U) in Lok Sabha, said.
Asked if the ordinance was brought by the Congress-led UPA to benefit RJD President Lalu Prasad on whom the CBI court is scheduled to give order on September 30, Kumar without naming took a dig at him saying "Everybody knows who stands to gain from it (the ordinance)."
About terror attacks in Jammu region in which ten people including an army officer were killed during the day and whether it was right for Prime Minister Manmohan Singh to hold talks with his Pakistani counterpart Nawaz Sharif after this, Kumar condemned terror activities but said peace could be established only through talks.
