"The strength of at least 150 members in an assembly should be ensured before a new state is created," Kumar told reporters after his Janata Darbar programme.
"Lower numbers of legislators breed instability of government, which is not good for democracy," Kumar, senior leader of JD(U), a ruling alliance member in Jharkhand, said.
JD(U) has two members in Jharkhand assembly.
Referring to JMM's decision to withdraw support to the coalition government headed by BJP's Arjun Munda in Jharkhand, he said the differences between the two partners were going on for a long time.
