"Considering the facts and circumstances of the case and taking note of the fact that the matter is pending for a long time, I am of the opinion that it is not a fit case to grant anticipatory bail," Justice R Subbiah said.
The prosecution case was that the IAS officer Mohanraj, now a Deputy Secretary in Transport department, and another person approached Dr M A Nizar Ahammed and assured him they would get an MBBS seat for his daughter in a private medical college within 15 days on payment of Rs 50 lakh. The money was paid in various installments to them.
The doctor then filed a police complaint.
Apprehending arrest, both Mohanraj and Selvakumar filed anticipatory bail petitions.

Earlier when their anticipatory bail petitions came up, the two had assured the court they would deposit Rs 25 lakh before the court where the case is in trial and and 25 lakh as security before the same court for balance amount.
The High Court then posted their petitions to June 2. But when the case came up that day, their counsel submitted that the amount had not been deposited and instead they had filed a Special Leave Petition in the Supreme Court against the HC order.
The Judge, after hearing both sides, refused to grant anticipatory bail.
