The Haryana Good Conduct Prisoners (Temporary Release) Act, 1988 has been amended by the state Assembly today on the concluding day of its monsoon session.
The Act was amended to prevent hardcore criminals from committing crimes and absconding during parole or furlough.
According to the Act, a hardcore prisoner will include a person, who has been convicted of dacoity, robbery, kidnapping for ransom, murder with rape, serial killing, contract killing, murder or attempt to murder for ransom or extortion.
Prisoner who has caused grievous hurt, death or waged or attempted to wage war against Government of India and bought or sold minor for purposes of prostitution or rape with a woman below sixteen years of age, would also be defined as hardcore prisoner.
However, a hardcore prisoner may be allowed to attend the marriage of his child, grand child or sibling, funeral of his grand parent, parent, grand parent in-laws, parent-in-laws, sibling, spouse or child, under armed police escort, for a period of 48 hours to be decided by the concerned Superintendent Jail.
Intimation in this regard with full particulars of the prisoner being released, should be sent to the concerned District Magistrate and Superintendent of Police within 24 hours, according to the Act.
