No information on how summer vacations started in SC

There are apparently no records on how the tradition of summer vacations started in the Supreme Court.
The issue surfaced during a hearing before the Central Information Commission on a plea of Subhash Agrawal who sought these documents from the apex court.
The respondent said that there are 193 working days but they do not have record as to how the tradition of summer leave started.
"It has emerged that respondent does not have the record regarding tradition of summer vacations starting in the Supreme Court. Further, this matter was transferred by the Justice Department to the Supreme Court. This, inter alia seems to show that they do not have any records in the matter," Chief Information Commissioner R K Mathur noted.
He said only the CPIO is under obligation to provide the information which is held by or under the control of the public authority.
"In the instant case, neither the respondent nor appellant are confident about the holding authority of such information. In such a case, it would not be possible for the respondent to transfer the application to any other public authority," he said.
