Bapat appealed to the Congress and NCP to ensure smooth functioning of the ongoing Budget session against the backdrop of din in the Legislative Assembly today over Paricharak issue.
Paricharak was suspended from the Council in March last year, after he joked during an election campaign about the wives of soldiers.
His suspension was revoked by the Upper House last week.
"Paricharak's suspension has been revoked and as per the parliamentary rule book he cannot face another action now. Opposition leaders can no longer object this decision. I appeal to the Congress and NCP leaders to attend the session and ensure its smooth conduct," he said.

Another BJP leader said the discussion on the no-confidence motion will have to be held in the last 4-5 days of the ongoing Budget session.
A senior NCP leader said they will hold the BJP and the Shiv Sena accountable for today's ruckus in the Lower House.
"Rule book is one thing but the BJP has lost the moral ground to run the government. We are still of the opinion that Paricharak should be suspended from the legislative council. The way he had insulted wives of jawans, it is unpardonable," he said.
The Congress also decided to up its ante against the BJP-led government as the Shiv Sena has distanced itself from its alliance partner over Paricharak issue.
"We have decided to corner the BJP on every issue. The government is not following basic democratic procedures hence we have decided to raise every issue inside the House," said a Congress leader.
