"It is purely on merit and as recognition for his acting and contribution to the film field. There is no politics in it," Javadekar told reporters here when asked whether there was any motive behind giving the award to the popular actor.
Assembly election in Tamil Nadu will be held later this year.
On bull taming sport Jallikkattu, the minister said the Supreme Court had only granted a stay and not quashed the central notification for holding the event and the government will put forward its case in court.
Javadekar also said he would be meeting captains of the industry and the agriculture sector tomorrow as part of pre-budget exercise.

Javadekar's comments against AIADMK comes exactly two days
after senior Tamil Nadu BJP leader L Ganesan's remark that his party was "open for an alliance with others, including the ruling AIADMK."
"We must understand that it is Narendra Modi government which is helping Tamil Nadu in everyway," Javadekar said.
He said a calculation was made and it was found that the Centre was incurring Rs 27 per kg (towards subsidy on rice) and its distribution and "that is a central subsidy which goes to people but one or two rupees contributed by a state government does not make it a state scheme."
He said for 50 years there was "no alternative" and in Tamil Nadu and now "we want to present that alternative and about creating that alternative we are discusing. Tamil Nadu deserves good administration like what Modi is giving at the Centre."
"Let me tell you Modi government has brought a change in country. In tomorrow's budget, we expect many new changes, new schemes will be announced. There will be a new direction to economy and people will get benefit out of it and we will take it to the people of Tamil Nadu," he said, answering a question.
