Noisy scenes witnessed on Jat reservation issue in Haryana

Noisy scenes were witnessed in Haryana Assembly today with treasury benches and INLD led opposition benches engaging in sharp exchanges after the Speaker disallowed the Calling Attention Notice on the Jat reservation issue, citing rules that forbid discussion on the matter which is "sub-judice".
With opposition parties remaining adamant on having a discussion on the issue, Haryana Chief Minister Manohar Lal Khattar sought suggestions from members of all political parties to resolve the matter.
State Transport Minister Krishan Lal Panwar and Haryana Advocate General B R Mahajan made a statement on the Calling Attention Notice regarding inclusion of Jat community in the Central list of Other Backward Classes.
Haryana Speaker Kanwarpal had yesterday converted the adjournment motion moved by INLD on reservation issue into Calling Attention Notice and listed it for discussion today.
However, the Speaker today disallowed the motion after initially allowing it.
Mahajan on behalf of Haryana government informed the House about status of the Jat reservation issue and suggested that a discussion on it should not be held, saying the matter was "sub-judice".

He said the state government is committed to defending the inclusion of Jat community in Special Backward Classes and added that it is already in the process of filing a Special Leave Petition in the Supreme Court against the stay order of Punjab and Haryana High Court dated July 27, 2015.
He made it clear that this sensitive subject lies in the domain of Centre and not the state government.
However, INLD members, including Leader of Opposition Abhay Singh Chautala, and Congress leader Raghubir Singh Kadiyan demanded that a discussion be held in the House.
Former Haryana CM Bhupinder Singh Hooda also said that when Calling Attention Notice has been accepted then a statement on the issue should come from the state government.
Parliamentary Affairs Minister Ram Bilas Sharma, while taking a dig at previous Congress-led government, said, "Bhupinder Singh Hooda government remained in power for 10 years and it did not show any concern on reservation for nine years."
Khattar said over the years, reservation has become a political issue, with parties pushing for giving reservation to a particular class of people and no effort was ever made to stop it.
He also stated that the AG's reply on reservation should be treated as the reply of the government when opposition benches questioned the capacity of the Advocate General's statement in the House.
