Notice to Principal Chief conservator of forests,DVAC Director
Press Trust of India Madurai The Madras High court bench today ordered a notice to the Principal Chief Conservator of Forests and the Director of Vigilance and Anti Corruption on a PIL seeking to prevent use of public money to build check dams in a sanctuary by mining blue metal stone and sand from jungle streams and hills and without following Tender Act.
Justices S.Nagamuthu and V S Ravi directed the officials to give their reply within two weeks.
Petitioner M S Murugan submitted that a report of the Assistant Conservator of orests had given details of the irregularities in construction of check dams, percolation ponds and small dams in the forest area of Grizzled Giant Squirrel Sanctuary in 2013-14 and 2014-15 in Virudhunagar district.
Besides, he had also given a complaint to register a case against the local forest officials who had violated the Tamil Nadu Tender Transparency Act and Tamil Nadu Financial Code and a case was registered against them under various sections of IPC, including 120(b) (Punishment of criminal conspiracy, 218 (Public servant framing incorrect record or writing with intent to save person or property from forfeiture) and Prevention of Corruption Act, among others.
However, no action was taken after filing the case. DVAC rejected his grievance and forwarded his complaint to the Principal Chief Conservator of Forests, the petitioner said.
He said the officials were keeping silent on his complaint. Though cases had been registered, the forest officers were committing offences again without following tender laws. They were 'helping' the illegal contractors and allowing them to mine sand and blue metal stone, he alleged.
Hence, he sought action against them under due provisions of law.
